Abstract: An effective in-service welding programme is one that includes sufficient safeguards to assure that in-service welding is carried out in a safe manner and that sound welds fit for their intended service are produced. The programme should not be overly complicated so that its implementation is difficult. The programme should not be overly conservative either so that in-service welding is precluded where it would otherwise be considered safe.

The essential elements of an effective in-service welding programme are reviewed. Some commonly-overlooked and ineffective elements are described.
