Abstract: In 1983 the Horne Committee was set up to examine the operation of the Public Utilities Street Works Act. Professor Horne visited a number of establishments, including the British Gas Engineering Research Station, and received evidence from many interested parties. The Horne report and recommendations were published in late 1985 and were accepted, largely unchanged, by Government during 1986.

The Highway Authorities and Utilities Committee was set up shortly thereafter and a number of sub-committees were appointed-to draft the new specifications and procedures that would be required to allow the Horne recommendations to be implemented.To date, several of these sub-committees, called working parties, have been set up.

The major points addressed by each of the working parties are presented, together with the main requirements of their draft procedures and specifications, as currently agreed. The major elements of the Department of Transport draft proposal for new legislation enabling the introduction of these draft procedures and specifications are also presented.
