Abstract: The purpose of this Paper is to give a general introduction to the legal powers, processes and arrangements which enable utilities to place their pipes and apparatus in the ground, and that once installed ensures that it is not disturbed and that access can be obtained in order to effect essential maintenance, repair and upgrading.
