Abstract: JAPANS NATURAL GAS industry has entered a new pipeline construction phase as the countrys largest piped gas distribution companies press ahead with plans to extend their gas transmission networks anticipating future growth of gas demand. City gas companies pipeline-construction plans to expand their geographical service areas coincide with the recent further opening of Japans piped gas market under the governments continuing long-term gas industry deregulation programme.

Increasing the gas share of Japans total primary energy consumption is a central element in the governments long-term energy development policy to reduce pollution emission to meet its Kyoto protocol environmental pollution reduction targets. In addition to the increased gas sales opportunities offered to city gas companies, deregulation also is intended to attract new entrants to the piped gas supply industry, supplying large wholesale customers now that almost half the total annual natural gas market is open to competition
