Abstract: As mandated by the Oil Pollution Act of 1990, most US pipeline owners and operators work with Federal State and local officials to develop 'area contingency plans' to prepare for pipeline failures. History shows that leaks or ruptures can cause catastrophic consequences, including serious injury, loss of life, and long-lasting environmental damage. Adding to their public relations' nightmare, thise companies and individuals found at fault may wind-up paying for lost revenues, emergncy response costs and environmental restoration claims, as well as regulatory fines and related litigation.
